Issue
The incorrect password was entered too many times on the macOS login screen and the device went to a Recovery is locked screen, indicating that a password known only by a system administrator was necessary to proceed.

I finally got around to setting up the computer and it requires an admin login, and says I’m locked out.

Resolution
- Contact your Department and Unit IT Support, as they can look up and enter the necessary recovery key.
- Once done, they can log in with the local admin account and help reset the unknown user password.
