Issue
Launching ArcGIS Pro does not prompt user with the typical sign in page. Instead, it will throw a license error and a Configure Authorization window. Sometimes this window is mutable, but sometimes it is greyed out and the only option is to close the program.

Description
The current version of ArcGIS Pro I have on my computer has a license issue.
When I try to download ArcGIS Pro 3 from the Software Center, it failed: softwarecenter:SoftwareID=ScopeId_02834C8C-D7F3-4CFF-B0A0-A5498E6E0ED3/Application_f8fd0fee-2910-47bf-95db-cf563fff446b
Resolution
If the Configure Authorization window is not mutable:
- In the Software Center app, locate ArcGIS Pro 3. Click uninstall and wait for it to complete.
- This program is large and will take time to uninstall. Please be patient while registry keys and program files are removed.
- Type Add or remove programs into the Windows search bar and hit enter.
- Uninstall all remaining versions of ArcGIS by selecting the triple dot icon next to the relevant programs. There may be older ArcGIS Desktop versions lingering that are interfering with current licensing.
- Again, older versions of ArcGIS may take some time to uninstall.
- Restart your computer.
- Re-install ArcGIS Pro 3 from Software Center.
- If you complete these steps and the Configure Authorization window is still immutable, please contact your regional IT group.
If the Configure Authorization is mutable:
- Select Named User License from the License Type dropdown.
- In the ArcGIS Online URL field, enter https://uo-online.maps.arcgis.com/
- Click OK.
- You should now be able to enter your UO credentials to sign in to ArcGIS as normal when you launch the program.
