Issue
When sending a PDF as an email attachment to a non-UO collaborator, comments show as locked, despite the comments appearing unlocked prior to sending. Comments show as locked to any end user when the file is sent as an attachment. Comments also show as locked when opening from the Acrobat app and when viewing from a browser.

Description
User is working on a book and needs to send the pdf with the comments unlocked. They stated they tried unlocking each one individually but that they were locked again (or not viewable) by the receiver.
Resolution
Sharing via Adobe Cloud skirts the locked comments issue. This is also the preferred way of collaborating on a PDF document (similar to sharing documents via OneDrive/Sharepoint rather than sending attachments back and forth), as sending via email creates copies of the original file when one could take advantage of the simplicity of working from one document and managing access.
